A referendum on the final Brexit deal agreed between the United Kingdom and the European Union - and one of the options on the ballot paper would be to stay in the EU.
The party is proposing a second referendum, "to give the people the final say" at the end of the two-year negotiating process.
The Lib Dem unveiled their plan ahead of the June 8 general election.
While the party's response to Brexit remains at the heart of the manifesto, additional policies include legalising cannabis and opposing state surveillance.
The 33-year-old said that the Liberal Democrats were now the opposition to the Conservative Party in Gloucestershire after its relatively strong showing compared to Labour in the county council elections earlier this month.
