The United States and Russian Federation clashed at the United Nations on Wednesday over a US -drafted Security Council statement to condemn North Korea's latest failed ballistic missile test.
A Security Council press statement has no binding power, but to issue them approval from all 15 members is required in principle.
Since the North's first nuclear test in 2006, the council has adopted six resolutions, all banning Pyongyang from any ballistic missile activity over concern the technology could be used in making nuclear missiles.
"It is a situation where a lot of (military) exercise equipment is amassed in North Korea and also a lot of strategic assets are situated on the Korean peninsula because of the South Korea-US military drills", Lee told a briefing.
One official said placing these aircraft on a higher alert status could reduce the Chinese Air Force's response time if they had to react to an incident in North Korea or elsewhere in the region.

Trump campaigned on an "America first" platform, and has vowed to narrow big trade deficits with nations such as China and Japan. US officials have long speculated that North Korea could soon stage another nuclear test or carry on with missile tests.
North Korea has accelerated its nuclear and missile tests in recent years, despite global condemnation and United Nations sanctions.
In a statement on Wednesday, Russia said that the proposed text did not contain the words "through dialogue" for the solution to problems on the Korean Peninsula, which were seen in past Security Council press statements denouncing North Korea's missile launches.
